It seems that alot of modern non-PH wearing women fall into two categories to be simplistic about this - those whom it has never crossed their mind that they should wear and ellicit an uncomfortable reaction all around when they HAVE to - and those who have an active aversion to wearing.
I propose that there is still a kind of scar on their psyche, that all powerful aspect, due in part to the image and necessity of wearing Hosiery in the 50’s post war period.
before nylon pantyhose were around, women wore stockings either Nylon or Rayon and these became derigeur perhps due to the rising hemlines and a natural modesty.

Once rationing was over, there was still a kind of austerity to the “uniform” and stockings (whether sheer or opaque) could be seen as an older women’s and school uniform garment.
I think women on the whole simply tired of wearing long before they stopped and this carried over although there was a brief resurgence in the mid 60’s when younger women stopped wearing girdles in favour of the new, fully fashioned sheer pantyhose.
So really there is a slipstream of 30 years or so where this emancipation finally kicks in and in a sense it acts as another liberation to go bare legged with short skirts.
Women were either made, expected or felt they should, wear hose (the kind that was constrictive rather han aesthetic) for too long, in summary.
I suggest the way to encourage women to think abot wearing again, not necessarily through fashion channels which are seasonal - but actually get them to consider them as something worth putting on, is not to encourage them. In fact discourage them. This maybe called psychological double agency, however if we let it be known that there are certain women only that should be allowed to wear - since not all women can carry the look off, then this may invest a certain cache in wearing them.
the new campaign slogan could be - I don’t think you should wear those…not everyone can.
a wearers exclusion list would be:
those with thin legs or those who are underweight,
those with a cerebral cortex under a certain size (although leniency here sice invasive surgery would be impractical…at first)
those who are overly ebulliant or effusive.
Those who have succumbed to wearing through pressure
bring on the third fashion reich.
